<p>If the accredited online school you consider is located within the service area of the North Central Association of Colleges and Schools, you&#8217;ll find the school is accredited by the Higher Learning Commission of NCA. Then, you may wonder what the Higher Learning Commission is and whether the accreditation is reliable.</p>
<p>Now, let me answer your questions&#8230;</p>
<p><b>What is the Higher Learning Commission?</b></p>
<p>Though the North Central Association of Colleges and Schools provides regional accreditation to schools in its service area, the actual accreditation work is undertaken by two independent corporations, which are the components of this accrediting body. These two commissions are: the Higher Learning Commission (HLC) and the Commission on Accreditations and School Improvement (NCA CASI).</p>
<p>As a part of NCA, the Higher Learning Commission is responsible for higher education accreditation of degree-granting universities and colleges. On contrast, NAC CASI oversees the accreditation of a wide range of educational institutions, from early childhood to adult-vocational schools that do not grant degrees.</p>
<p>Specifically speaking, the Higher Learning Commission offers regional accreditation for higher educational institutions in 19 Midwestern and South-Central States, including: Arkansas, Arizona, Colorado, Iowa, Illinois, Indiana, Kansas, Michigan, Minnesota, Missouri, North Dakota, Nebraska, New Mexico, Ohio, Oklahoma, South Dakota, West Virginia, Wisconsin, and Wyoming.</p>

<p>Let&#8217;s take University of Phoenix for instance. Enter &#8220;Phoenix,&#8221; choose &#8220;Any State&#8221; and click &#8220;Search.&#8221; Then you will get 4 accredited institutions that match your searching criteria: Everest College Phoenix, Maricopa Community Colleges &#8211; Phoenix College, Phoenix Seminary, and University of Phoenix.</p>
<p>It is notable that, though the Higher Learning Commission accredits institutions, it does not rank or categorize these schools. HLC just evaluates an institution based on its mission and HLC&#8217; Criteria for Accreditation. This is to say, you can not depend on HLC to find an online college, university or degree program.</p>
<p><b>How does the Higher Learning Commission accredit online schools?</b></p>
<p>Whether it is an online school or brick-and-mortar school, the Higher Learning Commission of the North Central Association of Colleges and Schools applies the same accreditation process. An online school, according to HLC&#8217;s Eligibility Process, may be affiliated by gaining the accredited status or candidate status.</p>
<p>Any online school pursuing the accreditation of the Higher Learning Commission must complete all required steps within the timeframe and adhere to HLC&#8217;s guidelines on each step.</p>
<p>In order to receive the status of candidate or initial accreditation, an online school must go through two stages: pre-application to determine eligibility and application for status, while each stage includes several steps. Typically, an institution would take a minimum of 5 years from the first step through the final decision, up to 9 years.</p>
<p><b><em>During the pre-application stage, the Commission will determine the school&#8217;s eligibility through a variety of steps, including:</em></b></p>
<p>&#8226; Letter of Inquiry with Preliminary Evidence &#8211; The online school seeking accreditation submits a letter to the Commission to request a Pre-application Interview.</p>
<p>&#8226; Preliminary Evidence Review &#8211; During this step, the Commission checks the materials the school submits to ensure they are complete. If the materials are not complete, the school must submit the missing materials within 30 days; if the materials are complete, the Commission will send a notification to the school, which includes the suggested dates for the pre-application interview.</p>
<p>&#8226; Pre-application Interview &#8211; The interview takes 2 hours in the Commission office, during which the institution will be asked about a serious of questions.</p>
<p>&#8226; Post-Interview Commission Letter &#8211; The Higher Learning Commission will send a post-interview letter to the institution, notifying it of the timing for the next step.</p>
<p>&#8226; Letter of Intent to Submit the Eligibility Filing &#8211; After receiving the Post-interview letter from the Commission, the institution, if choosing to continue, has up to 2 years to submit a letter of intent to complete the Eligibility Filing.</p>
<p>&#8226; Eligibility Filing: Institutional Submission &#8211; After submitting the letter of intent, the school has one year to complete and submit the Eligibility Filing, in which the school provides the evidence that it meets all Eligibility Requirements.</p>
<p>Meanwhile, in the Eligibility Filing, the school must include a written statements signed by the CEO and the Chair of the Board, certifying that the information in the Eligibility Filing is truthful.</p>
<p>&#8226; Eligibility Filing: Panel Review &#8211; Upon the receipt of the school&#8217;s Eligibility Filing, the Commission will check to ensure the documentation is complete for the panel review which takes 3 to 5 months. If the documentation is not complete, the school has an opportunity to submit additional information within 30 days of receiving the notification.</p>
<p>&#8226; Letter on Eligibility &#8211; During this step, the Commission will send a letter to the institution, informing it of the result of the panel review. If the result is positive, the school needs to submit a letter of intent to pursue candidacy.</p>
<p>All steps above must be undertaken one by one during the pre-application stage within the timeframe required by the Commission. However, it should be noted that the acceptance of Eligibility Filing does not indicate any status granted by the Commission.</p>
<p>Then, after getting qualified for the accreditation during the pre-application period, the institution must apply for and maintain a period of candidacy. Then, it enters the application for status stage. <b><em>The steps include:</em></b></p>
<p>&#8226; Letter of Intent to Pursue Candidacy &#8211; The institution has up to 90 days to submit the letter of intent after receiving the Commission&#8217;s letter on eligibility.</p>
<p>&#8226; Preparation and Comprehensive Evaluation Visit &#8211; In order to obtain the candidate status, the institution must go through a process of self-study, on-site review by a HLC evaluation team.</p>
<p>The self-study is a multi-year process for the institution to evaluate and improve itself. 8 weeks before the on-site review, the institution must submit a self-study report which proves that it has met all of the Eligibility Requirements, Assumed Practices, and Federal Compliance Requirements, and has fulfilled each of the Criteria of Accreditation.<br />
During the on-site visit, the Commission reviewers will determine if the institution meet the Eligibility Requirements and if it could meet the Criteria of Accreditation within the 4-year candidacy period.</p>
<p>&#8226; Award and Duration of Candidacy &#8211; The evaluation team, after the on-site visit, submits a report. The Institutional Actions Council will conduct a hearing to consider this report and indicate its agreement with recommendation of the evaluation team. Later, a report will be submitted to and reviewed by The Commission Board of Trustees, which makes the final decision.</p>
<p>&#8226; Biennial Evaluation during Candidacy &#8211; Two years after the candidacy is granted, the online institution will be required to host a Biennial Evaluation visit to show whether reasonable progress has been made toward the accreditation requirements by the end of the candidacy period.</p>
<p>When an online institution has completed two years of candidacy, it can file an application for early accreditation and host an on-site initial accreditation visit.</p>
